Immigration Offices and Courts in the Bay Area

The San Francisco Immigration Court Has Closed
The Executive Office for Immigration Review announced that the San Francisco Immigration Court would close permanently at close of business on September 4, 2026. Court operations at 100 Montgomery Street moved to the Concord Immigration Court.
Under the EOIR notice, the court's Sansome Street location became a hearing location under the control of the Concord court. If your case was pending in San Francisco, your hearing notice tells you whether you appear in Concord, at the Sansome Street hearing location or remotely.
The move did not change the translation rules. The same federal regulation applies in Concord as it did in San Francisco. Check that the court name and case details on your filing match your latest notice.
What USCIS and the Immigration Court Look For
At USCIS, every foreign-language document you submit needs a complete English translation. The translator certifies that they are competent to translate and that the translation is complete and accurate (8 CFR 103.2(b)(3)). A summary or partial translation falls short of it.
Concord applies 8 CFR 1003.33, so every foreign-language exhibit is filed with an English translation and a certificate in which the translator confirms competence and accuracy. The Immigration Court Practice Manual adds that the certification must include the translator's address and phone number.
Each of our certificates carries the translator's name, signature, date and contact details. Read more on USCIS certified translation, or see legal translation for criminal record certificates and court judgments.
Consulates in San Francisco and San Jose
Many Bay Area consulates issue passports, civil records and certificates in languages other than English. USCIS and California courts still want an English translation of those records.

Marriage Records From Bay Area Counties
In San Francisco, where you get a copy depends on the type of marriage. The County Clerk issues certified copies of confidential marriage certificates. For a public marriage, the copy comes from the Office of the Assessor-Recorder, which you can order online through sf.gov.
The Alameda County Clerk-Recorder has offices at 1106 Madison Street in Oakland and 7600 Dublin Boulevard, Suite 160, in Dublin. It can only issue copies of marriage certificates bought and recorded in Alameda County. In Santa Clara County, which includes San Jose, the Clerk-Recorder's Office sells marriage certificates through its website.
A marriage that took place abroad is not on file with any of these offices. Your foreign certificate is your proof, and USCIS asks for a full English translation of it. See marriage certificate translation.
Family Court Exhibits in Santa Clara County
The Santa Clara County Superior Court's Family Division publishes guidelines for trials and hearings. They say exhibits in a language other than English must be translated and certified under oath.
This can apply to foreign marriage records, bank statements or messages offered in a San Jose divorce or custody case. Tell us the translation is for a Santa Clara family court. Notarization is available on request if your attorney wants the oath taken before a notary; contact us before you order.
Languages Spoken Around the Bay
About 34.2% of San Francisco residents, 35.4% of Alameda County residents and 42.1% of Santa Clara County residents were born outside the US. In the city of San Jose the share is 42.9%, and 59.4% of residents aged 5 and over speak a language other than English at home. In Oakland, 28.5% are foreign-born.

Documents From Bay Area Language Communities
Bay Area records come from across Asia and Latin America. These are common ones from the region's top languages.
| Language | Documents | What to know |
|---|---|---|
| Chinese | Birth and marriage certificates from the mainland or Taiwan | The two formats differ, and each is translated in its own layout |
| Tagalog | CENOMAR and annotated marriage certificates | Annulment decisions often mix Filipino and English legal terms and are translated together with the marriage record |
| Vietnamese | Older Ho Khau books listed as evidence | Each household member and their relationship to the head of household is kept clear |
| Korean | Closed household register extracts (jejeok deungbon) | Pre-2008 family records, often with names in hanja |
| Spanish | Mexican birth and marriage actas | The CURP, registry office and book references are translated with the rest of the record |
Every language is the same $22.99 per page, with no surcharge for Asian scripts.
