Certified Police Clearance Certificate Translation

Whether you need a police clearance certificate depends on the filing type and where you are when you file. The two main paths run through different rules.

Consular processing for an immigrant visa or K-1 fiancé(e) visa, conducted at a US embassy abroad through the National Visa Center, generally requires a police certificate from your country of nationality if you lived there for at least six months, your current country of residence if different and you lived there for at least six months, any country where you lived for at least 12 months at age 16 or older, and any country where you were arrested at any age. Certificates must be less than two years old at the time of the consular interview.

Form I-485 adjustment of status filings inside the US follow a different rule. USCIS instead requires certified police and court records for all criminal charges, arrests, or convictions, regardless of final disposition. The State Department reciprocity page is the authoritative reference for which countries require certificates and which list them as unavailable. Police clearance certificates vary widely across countries in name, format, issuing authority, and content. Our translators are matched to the country and judicial system of issue, so reviewing officers see translations that mirror the original structure and use the correct procedural terminology.

The State Department's country pages list the exact issuing authority, fee, and procedure for each country. Once you have the source certificate, the translation rules are universal: every word, stamp, seal, signature, and reference number is rendered in English. We translate functionally where a foreign judicial term has no direct US-English equivalent and add a translator's note explaining the source-language meaning.

Older police certificates and records with handwritten endorsements remain common from countries where police record systems digitized late or where regional offices still issue paper-based certificates with handwritten signatures and dates. We translate these under the same certification standards as fully typed records.

Handwritten content typically appears in three places: the signing officer's signature and printed name; the issue date and reference number written in the margin; and any additional remarks or annotations added after the main body. All of these are translated in full. The signing officer's name is rendered as written, with a translator's note where the handwriting is ambiguous.

For older certificates that may already be close to the two-year validity window, check the issue date carefully before ordering translation. A certificate that will expire before your interview is wasted spend; the cleaner path is usually to request a fresh certificate from the issuing authority and translate that. Most countries can issue a new certificate within days to weeks; the State Department's country pages list current procedures.

Two related but distinct situations come up. First, a damaged or partially illegible certificate from a country that does issue them. We translate what is clearly visible and mark genuinely unreadable portions with explanatory notes. The translator never invents missing content. For damaged certificates, the cleaner path is generally to request a fresh certified copy from the issuing authority rather than attempting to translate from a degraded source.

Second, a country that the State Department reciprocity page lists as not issuing police certificates at all. Several countries appear in this category, and the procedure differs. Applicants typically submit a notarized affidavit explaining the unavailability, often supported by other evidence of good moral character. We do not provide legal advice on what alternative evidence to submit; that is for your immigration attorney or, where unrepresented, the consular officer to assess.

What we can do is translate any letter from the foreign authority confirming non-availability, plus the affidavit if the source is in a foreign language. The translation makes those documents readable for USCIS or the consular post; the underlying decision on whether they suffice as alternative evidence is part of the substantive adjudication.

An apostille is an international authentication stamp issued by the competent authority in the country where a document originates. Under the Hague Apostille Convention, an apostille certifies the signatures and seals on a public document for use in another Convention country. For police certificates, an apostille typically authenticates the signing officer's signature and the issuing authority's seal.

Whether your police certificate needs an apostille depends on the receiving authority. Many USCIS and consular post submissions accept the certificate without apostille, particularly when the issuing authority is well known (such as the FBI for US-issued records or major foreign police agencies). If your police certificate carries an apostille, the apostille text itself must be translated into English alongside the certificate body. Apostilles are typically printed in the language of the issuing country plus French, per Convention requirements. We translate apostilles as part of standard police certificate orders at no additional charge. For non-Convention countries, consular legalization through the destination's embassy or consulate is the equivalent route, and the consular legalization stamp also gets translated.

Name spelling is one of the more common reasons consular officers and USCIS adjudicators ask follow-up questions on police certificate submissions. Names written in non-Latin scripts (Arabic, Chinese, Cyrillic, Devanagari, Korean, Vietnamese) have no single correct English spelling, and different documents may transliterate the same name differently. The passport may use one spelling, the police certificate another, and the birth certificate a third.

Our policy is to render names exactly as they appear in the source police certificate. We do not change spellings to match the passport or the immigration filing. If the spelling on the police certificate differs from the passport spelling, the translator adds an explanatory note on the Certificate of Accuracy stating that the variations represent the same individual and identifying the source-language form.

The reason this matters in practice: when an officer compares the translated police certificate against your passport and other identity documents, they need to see the discrepancy explained on the face of the translation, not on a separate cover letter. A translator's note on the Certificate of Accuracy is the standard mechanism. Counsel may also wish to address the discrepancy in the cover letter, but the translator's note ensures the explanation travels with the document into the file.

One certified police certificate translation can typically be reused across multiple destinations. The same PDF given to USCIS for an I-485 file can be referenced again at a consular interview if needed, attached to a UKVI or IRCC application, or submitted to an adoption agency or licensing board. The Certificate of Accuracy is what makes the translation acceptable, not the specific recipient.

Practical exceptions matter for police certificates specifically. The two-year validity rule applies to the source certificate, not to our translation: if the underlying police certificate has expired, no amount of fresh translation makes it valid. When the source approaches expiry, request a new certificate from the issuing authority and we will translate the new one. We keep your previous translation file on hand so cross-referencing names, dates, and reference numbers is straightforward.

The most frequent causes of police certificate translation rejection or follow-up, in approximate order of frequency: partial translation that omits stamps, seals, or marginal entries because they were judged unimportant; the source certificate has expired before the interview date; an incomplete, unsigned, or undated Certificate of Accuracy; the apostille or consular legalization left untranslated; name spelling on the police certificate differs from the passport with no explanatory note; the certificate was not issued by the official authority listed on the State Department reciprocity page; and self-translation or family translation where USCIS would expect an independent translator.
