Translations for USCIS and Houston Immigration Courts
USCIS asks for a full English translation of every foreign-language document you file, with the translator's certification that the translation is complete and accurate and that they are competent to translate (8 CFR 103.2(b)(3)). That applies whether you file online or bring documents to an interview at the Houston Field Office.
Immigration courts have a similar rule. Under 8 CFR 1003.33, a foreign-language document filed with an immigration court must come with an English translation and a certification signed by the translator. The certification states that the translator is competent and the translation is true and accurate. The Immigration Court Practice Manual also asks for the translator's address and telephone number.
Our Certificate of Accuracy is signed and dated, and shows the translator's name and contact details. See USCIS certified translation for what the certificate includes, and legal translation for court records and police certificates.
Consulates in Houston
Houston is home to many foreign consulates. A document a consulate issues in its own language still needs an English translation for USCIS or a Texas court.
| Country | Consulate address |
|---|---|
| Mexico | 10555 Richmond Avenue, Houston, TX 77042 |
| India | 4300 Scotland Street, Houston, TX 77007 |
| Japan | 909 Fannin Street, Suite 3000, Houston, TX 77010 (serves Texas and Oklahoma) |

China's Houston consulate closed in 2020, and the Chinese Embassy in Washington took over its consular district. Check each consulate's own website for hours and appointments.
Marriage Records and the Harris County Clerk
The Harris County Clerk's Office issues marriage licenses in Houston. The license costs $81, or $181 if neither applicant shows proof of Texas residency on a valid ID, and there is a 72-hour waiting period.
The Clerk can only register a marriage license bought from that office. A marriage that took place abroad cannot be registered there, so your foreign marriage certificate stays your proof of marriage. For USCIS, or for a name change at Texas DPS, it needs a certified English translation. Our marriage certificate translation covers every field, stamp and marginal note.

Documents From Houston's Largest Language Communities
Each community brings its own record formats. These are documents we translate from the languages most spoken in Harris County, and one detail that matters for each.
| Language | Documents | What to know |
|---|---|---|
| Spanish | Mexican Acta de Nacimiento and Acta de Matrimonio | Civil records linked to the CURP number; the CURP and every registry field are translated |
| Vietnamese | Ho Khau household registration books | No longer valid since January 1, 2023, but still used as historical evidence; the household structure is kept |
| Chinese | Hukou household register extracts | Covers a whole household, not one person, so each member and relationship is translated |
| Tagalog | PSA birth, marriage and death certificates | Bilingual forms, so often only some fields need translating |
| Arabic | Marriage contracts | Depending on the country, needed with or instead of a marriage certificate |
